Ukraine's Foreign Ministry has flatly denied recent reports claiming that the country is planning to develop its own nuclear weapons within months as a backup strategy if U.S. military aid is cut off. According to Ukrainian officials, these rumors are baseless and misrepresent Ukraine's commitment to international non-proliferation agreements.
A ministry spokesperson highlighted that Ukraine remains dedicated to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). After the dissolution of the Soviet Union, Ukraine voluntarily gave up what was then the world’s third-largest nuclear arsenal, securing security assurances from the United States, the United Kingdom, and Russia through the 1994 Budapest Memorandum.
Officials called the reports a "distraction" and suggested they might be intended to weaken Ukraine’s relationship with its allies at a time when defense aid is crucial. Ukraine’s focus, they stressed, is on strengthening its conventional defense capabilities with the help of international support—not on any nuclear ambitions.
The Foreign Ministry underscored that Ukraine’s top priority is protecting its sovereignty with conventional defense, in full cooperation with its allies, and reaffirmed that nuclear weapons are not part of its defense strategy.
